Can the person who filed the PFA still contact the person whom they filed the PFA against?

Yes, they are still able to contact you, but be aware that, if you answer, the person may state that you violated the PFA, which can result in a criminal charge. It’s best to ignore calls and texts, and block their number if necessary.
